After T3, normal hostilities resume.
Australasian Business Intelligence, December, 2006

Dec 03, 2006 (The Australian Financial Review - ABIX via COMTEX) -- The hostilities between Telstra, the Australian Government and the competition watchdog have resumed. Telstra has refused to restart negotiations about building its proposed high-speed broadband network. This has angered the Australian Competition & Consumer Commission (ACCC) and the Communications Minister, Helen Coonan. The sticking point is that the ACCC wants Telstra to charge its rivals a "fair" price for accessing the network. Telstra does not want its rivals to "piggyback" off the network cheaply. Coonan says Telstra has the capacity to activate fast broadband across Australia and should do it.
