David Low's comment on the Nazi-Soviet Pact of August 1939 demonstrates one great truth about political cartoons: that when they cut to the heart of a situation, their power derives as much from the sharpness of their words as from the brilliance of their drawing. In a survey of readers of History Today magazine and website, Low's cartoon 'Rendezvous' won more than twice as many votes as any of its rivals.
