In the August issue of History Today, Robert Pearce discussed George Orwell's Animal Farm and some of its possible sources in Orwell's life and reading. I believe one important influence has been overlooked: the series of children's books about Freddy the pig, written by Walter Brooks of New York, especially the one entitled Freddy the Politician, published by Knopf in 1939 originally entitled Wiggins for President.
