FEMA has hired IEM, a national emergency management and homeland security corporation based in Baton Rouge, La., to study the federal, state, local, and military response to Hurricane Katrina. IEM will develop a comprehensive response and recovery timeline that documents agency and organization activities at all levels, including the states of Alabama, Florida, Louisiana, and Mississippi, and the 36 states that provided temporary shelters for evacuees.
