DISASTER COMMUNICATIONS. The Federal Communications Commission has unanimously approved establishing a Public Safety and Homeland Security Bureau. The bureau will be organized into three divisions: Policy to develop and enforce rules on 911, interoperability, and network security; Public Communications Outreach & Operations to coordinate the FCC's emergency response operations both day-to-day and during incidents; and Communications Systems Analysis conduct analyses of public safety, disaster management, and homeland security.
