Figuring out the future cost of a college education is a slam-dunk compared with picking the Final Four in this year's National Collegiate Athletic Association men's basketball tournament.

And one Chicago-based financial adviser with Raymond James & Associates Inc. of St. Petersburg, Fla., has a unique way of linking the two. Daniel T. Kerrigan has created a campaign to promote college savings plans based on the projected future costs of the 64 schools in the tournament, which tipped off March 18.

Over the past 20 years, the cost of a four-year college tuition has had an average annual increase of about 8%, while over the past 10 years, the cost has risen an average of 5%, according to Mr. Kerrigan.
