She doubts that a "huge year'' like 2003 is possible, because of the falling dollar, the various trade and budget deficits, interest rates, oil prices and inflation.

But Ms. Sonders, who is based in New York, said President Bush's status as a second-term president could bring out his better fiscal self. "Second terms are different from first terms,'' she said.
