The five-member Securities and Exchange Commission on Tuesday unanimously agreed to propose a rule change that would require public companies to disclose more information about the pay packages of their top executives.

Under the proposal, which could be in effect just in time for annual-meeting season this spring, public companies would be required to spell out total annual compensation for their chief executives, chief financial officers and the next three highest-paid executives.
