Congress must combat identity theft.(Editorial)

One has to wonder if members of Congress are actually reading and comprehending the stories about identity theft that the rest of us are seeing in the news each day. Identity theft is an epidemic, and meaningful legislation needs to be passed - quickly - to protect Americans. The rise of security breaches has prompted some in Congress to push for new ways to guard against identity theft.

While Congress is contemplating several such bills, legislation has stalled. Why the delay? The Federal Trade Commission recently fined ChoicePoint Inc. $15 million to settle allegations that it had failed to protect the security of 145,000 consumer records.
