Byline: Gary S. Mogel NEW YORK - Equity index annuity sales were down for the three-month period ended Sept. 30, the third year-over-year decline in the past four quarters. The specter of tighter regulation - along with product stigma from class-action litigation - continues to hurt EIA sales, industry observers say.

The Securities and Exchange Commission soon may decide whether EIAs are securities subject to federal regulation or insurance that should continue to be regulated by the states (see accompanying story).
