Is diversity working? How diverse is the engineering work force? Is the welcome mat out to stay?

Ever since the first modern civil rights legislation in 1964, corporate America has endeavored to increase the ethnic, racial, and gender diversity of the US work force. Through court decisions, boom and bust business cycles, and government policy shifts, large and small companies have grappled with diversity issues. How much have these efforts paid off in hte engineering profession?

There are several ways to measure diversity programs' success rates. One is to look at statistics. For example, within the IEEE membership, the percentage of survey respondents who describe themselves as "white" has dropped slightly over the past 16 years: In 1975, roughly 96% of respondents described themselves as white males; in 1991, the response was 89.6%.
