Outages struck 80% of small companies last year, and some expect a repeat in 2004. Concern varies by region: After last year's widespread blackouts in the East, 41% of small-business owners fear a repeat and the resulting loss of business, compared to 24% in the West, 26% in the Midwest and 28% in the South.
