THE FED'S 'BEIGE BOOK' snapshot summary of economic conditions indicates that the economy is still expanding "at a moderate pace," and labor markets are "steady to stronger" across the country. Hiring is up in the manufacturing sector in the central bank's Boston, Philadelphia, Cleveland, Chicago and Minneapolis bureaus, but flat or declining in Atlanta, St.
Louis and Kansas City. Production of durable goods was strong in many areas.
