CONSUMER CONFIDENCE dropped again in early October on the University of Michigan's index, to 75.4 from 76.9 in September and 89.1 in August. Nonetheless, retail sales grew 1.1% in September, according to the Commerce Department, though part of that increase came in the form of gasoline receipts. Excluding automobiles and gasoline, the overall increase was 0.6%.
