A MELBOURNE GP who illegally prescribed narcotics to patients has claimed he was the victim of a conspiracy between state regulators and the Victorian Medical Board.

The actions of the Victorian Drugs and Poisons Unit amounted to entrapment, Dr Malcolm Adams Traill told a Victorian Medical Board panel after pleading guilty in court to 23 offences related to the prescribing of morphine and oxycodone.
