A rural health obligation would set a benchmark for acceptable health care access.

IF ever governments and policymakers needed proof that Australia's rural doctor shortage has reached crisis point, it comes in the form of news that the rural Queensland town of Cunnamulla has been without a local doctor for two years and has had more than 40 short-term locums in that time.
