Is the fee structure to blame for claims that doctors rort Medicare?

DOCTOR Patrick Gilbourne, a GP in Laverton, Victoria, recalls listening to ABC radio coverage of a report released earlier this year by Medicare Australia watchdog the Professional Services Review as he was driving to his practice and getting more annoyed by the minute.

A Medicare bureaucrat was explaining general concerns about unnecessary treatments in skin cancer clinics, which prompted the program's journalist to ask: "In what other ways are doctors rorting Medicare?"
