TWO TIERS FOR SMARTCARD

THE proposed Smartcard should use a two-tier system for storage of information, with the first tier allowing easy emergency access to patient-selected information and the second tier containing PIN-restricted health details, the Access Card Consumer and Privacy Taskforce recommends.

HIV or hepatitis C status should not be included because universal infection precautions were in place -- and there was a risk the information could lead to discriminatory care.
