IBM's software sales declined from $12.7 billion in 1997, before rising a modest 6 percent last year to $11.9 billion. But software sales are up 10 percent in the first half of 1999. The company's software business is the second largest, after that of the Microsoft Corp., but IBM's growth pace remains far slower.
