Europe's new car distribution rules present automakers with a terrible dilemma.
They can appoint "exclusive" dealers who are then free to re-sell cars to supermarket chains and other retailers. Or they can apply "selective" standards and be forced to accept any dealer that qualifies.
They must pick one system for all of Europe.
