MARIO MONTI, the European Union Competition Commissioner, got what he wanted - a new set of rules that completely changes the relationship between car manufacturers and car dealers.

Some say the new rules won't have much impact on the car business - even that automakers secretly want the new block exemption to help them modernize their pan-European retail networks.
