Shares of retailers out-performed carmakers and suppliers in the second quarter. Europe's new distribution rules were a key factor.
The European Commission this month approved a plan to loosen dealer restrictions. The changes are expected to lead to the emergence of more large retailers in Europe.
The index for 10 publicly-traded retail groups was down just 1.62 percent, far better than major stock indices.
