Sweeping changes in how new cars are sold in the European Union are proving tough to implement.
Manufacturers and dealer networks are supposed to have new contracts by October 1, when the EU's revised block exemption package takes effect. Many won't make that deadline. That may not be a problem because automakers and their dealer groups are cooperating closely and because the EU built a one-year transition period into the new rules, said Arnold Koopmans, president of the legal working group at Cecra, the European dealer association.
