Europe's dealers should be happy to get new product, but many of them are too busy preparing for new block-exemption rules to notice. The new regime, which takes effect in October, requires changed contracts between dealers and carmakers. This not only has generated millions of pages of legal paperwork, but also has stressed the relationships between dealers and carmakers.
