Authorities in the Czech Republic and Poland plan to close a tax loophole that allows many people and businesses to buy cars without paying VAT.
The proposed changes will dramatically raise the price of modified passenger cars known locally as combi vehicles. This could have a big negative impact on car sales.
Combi vehicles, which are purchased by businesses and small entrepreneurs, are ordinary passenger cars with a screen between driver and passenger areas.
