C. Europe wrestles with used-car flood; Rules meant to help local makers will die as EU expands.(News)(Brief Article)

EU expansion will end the ability of some Central European countries to limit used-car imports.

The Polish, Czech Republic and Slovakia governments have used several devices to discourage imports: heavy fees connected to vehicle age, excise taxes and technical control measures.

But the restrictions will end May 1, 2004, when 10 countries are added to the 15 original EU members.
