The biggest changes in car retailing may come in two years' time.
Starting October 1, 2005, dealers will be able to set up shop in any EU state they choose.
The so-called location clause will be scrapped, so there will be no territorial protection for dealers.
The abolition will end most of the car industry's exemptions from EU competitive rules.
These exemptions were originally granted to give automakers a transitional period to adjust to the single market, the barrier-free trading bloc which Brussels is working to establish across EU.
