City officials typically aren't known for international business savvy, but that generalization doesn't seem to apply to Shanghai's municipal government.

As 100 percent owners of Shanghai Automotive Industry Corp., the city's fathers have created China's biggest automaker from remnants of a former tractor manufacturer. They have formed 50-50 joint ventures with General Motors and Volkswagen that command 45 percent of the country's passenger car sales, and produce and export parts in partnership with Visteon Corp. and others.
