Kia's push to open a [euro]1.3 billion greenfield assembly plant here by 2006 is so strong plans are proceeding despite uncertainties.

Senior Kia executives and Slovakian government officials broke ground at a ceremony earlier this month even though many details must still be finalized.

Local journalists noted the site still has not be assembled and paid for. The Korean automaker wants assurance that the deal still stands even if a forthcoming election produces a change in government. Slovaks were unsure exactly what the Kia plans included.
