Creating a business in Russia is a long-term effort. Renault and the Moscow City Council first formed their Avtoframos joint-venture auto plant in 1998. The plant opened last week.
In between, Russia faced an economic crisis and Renault faced piles of red tape. The project required the signatures of 1,000 Russian officials. By comparison, Delphi Europe's new headquarters, which opened near Paris, needed about 10 signatures, says Delphi France chief Remi Kaiser, himself a former Renault executive.
