Charles Oakley is on the front line of automotive research. As head of vehicle safety and engineering at TRL, a UK-based transport research consultant, he was at the annual meeting of the European Automotive Research Partners' Association in Brussels this month. There, association members pondered how much research money the European Commission will devote to automotive matters in coming years. It's an appropriate effort, because they know industry budgets are squeezed when market conditions are tough. Like they are now.
