The public-private partnership between the auto industry and European governments to cut CO2 emissions and combat global warming isn't working.
Carmakers won't meet their commitment to cut per-car CO2 emissions 25 percent by 2008 (2009 for Japanese and Korean brands). And the European Commission is losing patience.
Since 1998, the auto industry has worked at its emissions goal. With time running out, it is only halfway there. The target is a worthy one: avoiding a planetary buildup of CO2 most scientists agree is a key factor in global warming.
