Bernd Osterloh, head of Volkswagen group's works council, has criticized former VW group CEO Bernd Pischetsrieder for not launching new niche cars to fill capacity at the automaker's factories.
Osterloh said VW developed too few models and therefore missed a chance to increase the utilization of its plants under Pischetsrieder.
