When General Motors canceled its ECV1 project in 2003 and scrapped an 1,100-car test fleet, the plug-in pure electric vehicle seemed dead.

Automakers turned their attention to hybrids that combine a combustion engine with an electric motor and battery pack. Hybrids, with better fuel economy and lower emissions than regular cars and more functionality than pure EVs, appeal to the environmentally conscious.
