Fin-Syn Talks Go Down to the Wire WASHINGTON -- The broadcast networks and Hollywood studios will likely go down to the wire in their negotiations on financial control of television programs, industry and government officials said last week. FCC Chairman Alfred Sikes huddled with both sides on June 4 to assess the progress being made toward a "voluntary" settlement of the touchy issue, but came away discouraged.

"While I am pleased that negotiations have taken place, there was not much which I heard ... that makes me optimistic a resolution will be reached by June 14," Sikes said. The agency in March set that date for comment on five possible plans to revise the government's 1970 financial syndication regulation, which bans the three networks...
