S-A Sees 2nd-Half Slowdown NEW YORK - Scientific-Atlanta Inc.'s fourth quarter sales flattened as operators' capital spending cutbacks spurred the company to warn that sales and orders will be weak through the end of the year. S-A last week also laid off 100 workers in its broadband unit.

The company said the workers were temporary employees hired "to help smooth the ups and downs" in equipment orders. The dismissals follow the layoff of 25 permanent employees two weeks ago. S-A officials said broadband division orders began to slow in late May. Operators have privately cited financing difficulties and fear of price re-regulation as the main reasons for cutting capital budgets this year, but the company said those were secondary forces.
