Tennessee PSC Tries To Silence Cable Group The Tennessee Public Service Commission last week asked the FCC to block distribution of a cable TV industry spot designed to elicit public criticism of a $400 million high-technology plan known as FYI Tennessee. The spot, which was produced by the Tennessee Cable TV Association (TCTA) and began airing two weeks ago on Memphis Cablevision, says in part: "Today, because of overearnings, the telephone company actually owes money to Tennessee consumers - about $2 a month off our phone bills.
