State Associations Brace for Months Ahead State cable trade associations are bracing for a hectic winter as legislatures return to session in the wake of abandoned efforts to pass federal cable legislation. Public service commissions will in many cases demand more attention, and observers say, telephone companies will undoubtedly renew and increase their grassroots lobbying efforts to get into the cable business.

Whether anything can be done on the state level to help mitigate the need for legislation next year is anybody's guess. Said Texas Cable Television Association president Bill Arnold, "It's almost like there's nothing you could do right or wrong because the perception the (Congress) has is the reality in their mind."
