Warner System To Be Regulated WASHINGTON - Warner Cable Communications' basic cable rates on its system in the borough of Clearfield, Pa., are subject to rate regulation because effective competition does not exist in the cable community, the FCC has concluded. The borough asked the commission in September 1989 for a ruling that the system is not subject to effective competition, a request Warner opposed (Multichannel News, Nov.
27, 1989, page 51). Clearfield Borough Council vice president Fred Pizzella said he expects a number of adjacent communities served by the same headend to pursue the issue, since all of the franchises are up for renewal next summer.
