Warner System To Be Regulated WASHINGTON - Warner Cable Communications' basic cable rates on its system in the borough of Clearfield, Pa., are subject to rate regulation because effective competition does not exist in the cable community, the FCC has concluded. The borough asked the commission in September 1989 for a ruling that the system is not subject to effective competition, a request Warner opposed (Multichannel News, Nov.
