TCI Buys Small Systems, Consolidates Heritage Tele-Communications Inc. broke its self-imposed moratorium on cable acquisitions by buying several small Pennsylvania cable systems in a deal worth about $20 million. TCI officials said that the deal should not be taken as a signal that the MSO is ready to dive back into the deal market in a big way.

The company said last year that it had stopped acquiring new systems in large part because its control of more than 20 percent of all cable subscribers was triggering proposals to limit horizontal concentration among MSOs.
