For New Year, Cable Is Not Moved To Tiers Programmers and operators are taking a wait-and-see attitude toward their plans for channel placement and tiering in the New Year. Having gone through a hectic period of threatened re-regulation during 1990, they've taken a breather with respect to trying to figure out how any governmental actions will affect their flexibility in packaging and marketing different groups of services.

At year's end there had been no incentive to move the industry in any particular direction as ops who had been moved to tier by the threat of re-regulation perceived the threat to be less imminent. Nonetheless, MSO executives say the holding pattern could end as soon as the FCC moves on new effective competition rules. ...
