Lawmakers Cool to Bush Spectrum Proposal
WASHINGTON - A Bush administration proposal to realocate through competitive bidding a portion of the federal radio spectrum for private use received a cold reception last week from lawmakers who are busy pushing their own plan for spectrum reallocation.
Under the administration proposal, 30 megahertz of spectrum currently controlled by the federal government would be distributed through FCC auctions between 1994 and 1996. Revenues from competitive bidding would be paid into the U.S. Treasury.
An alternative bill reintroduced in both houses of Congress in January calls for the redistribution of 200 MHz of spectrum through the currently used lottery process.
