FCC Staff: Relax Broadcast Constraints WASHINGTON -- The FCC is expected at its July 11 meeting to open a major proceeding into loosening some of the ownership restrictions on the broadcasting industry. An FCC staff report on the future of broadcast TV issued recently noted that the industry has suffered an irreversible long-term decline in audience and revenue share over the past 15 years as cable television has prospered.
That decline is expected to continue into the next decade. "Television broadcasting will be a smaller and far less profitable business in the year 2000 than it is now," the report said.
