House Panel OKs FCC User-Fee Proposal WASHINGTON -- The House telecommunications subcommittee last week approved a "user-fee" bill that would require cable operators to pay $300 a year for each community located in a system's franchise area. Telecommunications subcommittee chairman Edward Markey (D-Mass.) and Energy and Commerce Committee Chairman John Dingell (D-Mich.) wrote the bill, which largely resembles a user-fee proposal prepared by the FCC.

That proposal was floated around Capitol Hill earlier this year and was met with a lukewarm reception. Markey and Dingell's decision to offer a user-fee bill marks the first legislative interest in the FCC's plan so far this year. The bill must be approved by the full Commerce Committee before it...
