Silver Lining in Greene Decision? WASHINGTON - U.S. District Court Judge Harold Greene's decision giving the Baby Bells partial entree into cable's turf, could give cable chance to reshape debate on cable re-regulation. Cable has been urging lawmakers to take a broad, rather than piece-meal, approach to telecommunications policy.

To date, lawmakers have kept cable re-regulation bills on a separate legislative track. Now, as various industry groups opposed to Greene's order have begun seeking relief on Capitol Hill, some believe cable has a new window to broaden the debate.
