RBOC House Talks Could Split Coalition WASHINGTON - Draft legislation permitting the regional Bell operating companies to manufacture telecommunications equipment is noticeably silent on the issue of relaxing prohibitions against RBOC provision of information services. But the draft, drawn up by House telecommunications subcommittee chairman Rep.
Edward Markey (D-Mass.), does contain safeguards that would apply to manufacturing activities as well as the information services business if U.S. District Court Judge Harold Greene's July 25 ruling lifting the ban is upheld on appeal.
