NCTA Files Brief for Paragould WASHINGTON -- The National Cable Television Association filed a brief to the U.S. Supreme Court last week supporting a request made by Paragould Cablevision Inc. of Arkansas for review of a case involving a municipal overbuild. The NCTA said this issue is of concern because "many municipalities have recently decided to operate cable systems and are misusing their governmental powers to harm private operators." The case asks the court to determine whether a municipally owned system's attempt to displace a private competitor, and thereby monopolize the market, is subject to antitrust scrutiny.
