FCC's Dial Tone Authority Doubted WASHINGTON - The Federal Communications Commission is risking legal action if it tries to use simple rule changes to push through its so-called video dial tone plan, cable attorneys said. The FCC said the video dial tone plan, which would permit telephone companies to transport video signals on a common carrier basis without a cable franchise, is within the bounds of existing law and would only require changes in FCC rules, including some that some cable attorneys believe were codified by Congress in the 1984 Cable Act.
