Cable Bills in Limbo WASHINGTON - As Congress was trying to navigate several key bills through the legislative process before its targeted adjournment by Thanksgiving, it left a number of telecommunications bills by the roadside. When Congress returns in January, it faces a wide array of unfinished business, including cable re-regulation measures; infrastructure legislation that would, under certain conditions, allow telephone companies to create their own video programming; legislation that addresses the business activities of the nation's regional Bell operating companies; and measures designed to discourage discrimination against the home satellite dish industry.
