NEW YORK -- Moves by cable operators toward provision of fiber-based alternate-access telephone services are a natural response to changes in technology, regulation and the competitive market, industry executives said last week. Several MSOs already offer, or are preparing to offer, such services in markets where they have cable operations and a surplus of fiber capacity.
